Economic & Community Development

 

The Economic & Community Development Department, 1920 South Germantown Road, is comprised of three divisions. The Planning, Engineering, and Neighborhood Services Divisions provide professional and technical services in the fields of civil engineering, traffic engineering, planning, land use and control, zoning and subdivision regulations and ordinances, construction inspection of public improvements, floodplain management, sign ordinance administration, code compliance, solid waste collection services, neighborhood services and various citizen concerns. Staff members provide support functions for the Planning Commission, Design Review Commission, Board of Zoning Appeals, Economic Development Commission, Neighborhood Preservation Commission and the Council of Neighborhood Associations.

Planning Division

The Planning Division provides all City services related to City planning and development, including current planning and long-range planning. Long-range planning services include land use, zoning, demographics, neighborhood preservation and ordinance amendments. Current planning services encompass review of projects, rezoning applications, adoption of Smart Growth principles and other planning - related issues.

Search for Subdivision Plat - NEW
If you live in a platted subdivision, you can access your recorded subdivision plat from the Shelby County Register's website. Subdivision plats contain restrictions, lot setbacks, and other important information regarding your lot. To access your subdivision plat:

  1. Go to the Shelby County Register's website, http://register.shelby.tn.us/
  2. Type your address in the center column (under "GIS").
  3. An aerial photograph of your lot will be shown in the center of the screen. Various information on the lot is indicated to the left of the photograph, including "Lot Number" and "Plat BK. and PG." Take note of the lot number and click on the Plat BK. and PG. link.
  4. Click on "View Image"
  5. A digital image will be accessed. This is the recorded subdivision plat. Lot numbers, rather than addresses, are used to identify lots.

Neighborhood Services Division

The Neighborhood Services Division is charged with the following duties:
  1. Code Compliance. The city code compliance officers promote and preserve the safety and beauty of Germantown's neighborhoods through the fair enforcement of the city's codes. The Code Compliance Officers enforce city codes and ordinances including the fence, sign, zoning, nuisance, garbage and trash, street and sidewalk, dangerous conditions on premises, peddler's ordinances and other codes. The Code Compliance Officers also assist with the processing and issuing of permits for fences, temporary signs, satellite dishes, swimming pools, and all accessory structures.
  2. Community Services. The Community Services Coordinator helps citizens by serving as the information resource for citizen concerns, particularly in regards to: (1) Mayor's Action Center, (2) the sanitation services agreement for garbage and recycling, and (3) the cable TV franchise agreement. In addition this area issues permits for fences, temporary signs, satellite dishes, swimming pools, and all accessory structures.
  3. Neighborhood Coordination. The Neighborhood Coordinator helps to develop and strengthen neighborhood connectivity by serving as the city liaison to the Council of Neighborhood Associations (CONA) and by serving as the neighborhood information resource.

Engineering Division
Construction Inspection

The Engineering Division is responsible for the review, approval, inspection and acceptance of infrastructure improvements, including those built as part of private developments (e.g. streets, sewers, storm drains, etc), and provides a full range of municipal engineering services.

  • Engineering Plan review with recommendations to the Board of Mayor and Alderman (BMA), Planning Commission (PC) and Design Review Commission.
  • Planning, designing, coordinating and supervising public infrastructure improvement projects.
  • Providing engineering services to other City departments.
  • Responding to various requests from residents, developers, contractors and consultants.
