The Finance Department, located in the Municipal Center at 1930 South Germantown Road, is responsible for managing all of the City's fiscal affairs. The department supports the other operating departments through accounting and administrative services and financial reporting. The department also manages all investments of the City, obtains debt financing for capital projects and collects taxes, utility billings and other revenues.

The department consists of three sections: Accounting, Purchasing and Administrative Services. The specific services provided to the operation of other City departments include contract administration, centralized purchasing, inventory and fixed asset control, financial reporting, courier services, payroll and insurance and risk management.

Department staff provides support to the Financial Advisory Commission, the Audit Commission, the Personnel Advisory Commission and the Retirement Plan Administration Commission. Further, the department functions as the Retirement Plan's administrator, contracting with trustees, consultants and investment managers. The City of Germantown has maintained a triple-A credit rating with Moody's since 1986 and with Standard and Poor's since 1994.
