The Research and Budget Division is responsible for the City's annual operating and capital budget. The Division produces performance measurement and financial reports as well as monitors the financial status of the City on a monthly basis. Performance measurement is a tool the City uses to track monthly and quarterly financial monitoring and reporting.

The Division provides fiscal forecasting and planning, financial analysis on various projects, and policy analysis on programs and policy changes. Staff provides support to the Financial Advisory Commission on all budgetary issues as well as new initiatives. Capital program tracking/reporting, grant research and monitoring, and designing and conducting annual community surveys are also under this Division.

The Government Finance Officers Association of the United States has awarded the City of Germantown the GFOA's Distinguished Budget Presentation Award for the City's fiscal year 2006 Budget, marking the 22nd year the City has received this distinction.
