The Federal Emergency Management Agency (FEMA) has received a subgrant application for Germantown, TN. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Hazard Mitigation Grant Program (HMGP).

An initial disaster‐wide Public Notice was published, October 2, 2024, for DR-4832 Tropical Storm Helene. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Executive Order (EO) 11988 and EO 11990 requires FEMA to consider alternatives and provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

This notice serves as a project‐specific final notice for FEMA’s funding action located within a Special Flood Hazard Area. FEMA has determined the only practicable alternative is to fund the deployment of a localized, automated flood-trigger and early warning monitoring network of the submitted properties located within the Special Flood Hazard Area prior to the event. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: The subrecipient intends to deploy 25 automated flood-monitoring telemetry stations located at the addresses listed above in Germantown, Tennessee due to repetitive flooding.

Project Alternatives:

• Alternative Action: Traditional structural mitigation measures—such as the construction of detention basins, floodwalls, berms, channel improvements, culvert upgrades, or targeted property acquisitions—represent possible alternative engineering pathways to address localized flood risks within the city. However, civil infrastructure modifications fail to resolve the core emergency management capability gap regarding immediate situational awareness, as they do not provide first responders with real-time, county-wide stream-stage data during high-intensity, short-duration storm events. Because structural alternatives do not establish an interoperable decision-support framework, require disruptive construction footprints, and fail to directly improve early-warning lead times to protect residents from rapid overnight flash hazards, they are rejected as a financially prudent or operationally complete alternative for this project. 

• No action alternative: This alternative is not feasible as no action is not cost-effective. No action means that the City of Germantown would maintain its baseline reactionary operational state, leaving local neighborhoods and business districts entirely vulnerable to rapid-onset flash flooding during short-duration, high-intensity storm events. Without the proposed automated telemetry network, rapid flood notifications will remain completely unavailable to municipal teams unless a storm system systematically persists for more than 24 hours.
